No stamp, but could be Filigrane Depose
I believe this to be silver but there is not stamp that I could find.
The only marking is of a crescent moon over a star.
Measurements: adjustable length up to 8 inches long and 1 5/8 inches wide
Condition: Excellent!
Some tarnish due to age shown in photos.
